CONSTITUTION

1.          The name of the league (hereinafter called the 'League' shall be the 'Southend, District and Ex-Service Darts League'.

2.      The object for which the League has been established (for Men in the Men’s League and Ladies in the Ladies League) is to  promote and conduct inter-team competitions and championship events between affiliated teams.

3.      Application for membership to the League must be made by each team on the official application form. This must be sent to the Honorary Secretary for the submission to the League Executive Committee.

 

ADMINISTRATION

4.         The officers of the League shall consist of the president, Chairman, Vice-Chairman, Secretary, Treasurer, Record Secretary and other elected representatives who shall be known jointly as the Executive Committee. This committee shall manage the League. The Executive Committee shall be elected at the A.G.M. of the League. Such officers shall hold office for one year and shall be eligible for re-election.

5.        The League committee shall consist of one delegate from each team. This delegate shall be entitled to one vote per team. It shall be the duty of each delegate to attend all the meetings of the league to represent their team and to report on the committee proceedings. Other members may attend and participate in the meetings but cannot cast a vote. Teams failing to send a delegate shall be fined £5.00.

6.        The Executive Committee shall have the power to form sub-committees as necessary.

7.        The A.G.M. shall be held every year. It must take place within one month of the date of the last League function and shall be open to all players officially registered with the League. Any team seeking membership of the League or any team wishing to continue membership of the League must attend the A.G.M. 

8.         A special general Meeting may be called if the Executive Committee deems it necessary or if requested by a minimum of a third of the affiliated teams.

9.         Any suggestions for the alterations to the Rules shall be submitted to the Honorary General Secretary in writing not latter than one month prior to the A.G.M.

10.     All resolutions and decisions of the League Committee made at an AGM or a Special General Meeting shall be binding on all affiliated teams and may only be revised at the A.G.M.

11.    All matters relating to the League, whether administrative or financial, should be addressed to the Honorary General Secretary.

12.    All trophies shall remain the property of the League but are the responsibility of any affiliated team holding them. All League perpetual trophies must remain in the pub/club of the winning team/player concerned. Damage or loss of perpetual trophies shall be the liability of the winning team.

13.     Any trophy shall be held by the winning team for twelve months. It must be returned to the Honorary General Secretary on request or, in any case, not latter than six weeks prior to the presentation date for the following season. Teams who do not comply with this will incur a fine at the discretion of the Executive Committee. Any team who holds League trophies and does not seek re-election to the League must return the trophies immediately. All trophies must be returned in a clean state.

SUBSCRIPTIONS

14.    An affiliation fee of £5.00 per team, per season, shall be paid before the A.G.M. prior to the commencement of the League season. Any new teams must also pay an additional £20, returnable after completion of one years fixtures.

15.    An individual player registration fee of £2.50 per season shall be paid by the first League meeting. Each registered player shall receive a League handbook.

16.     Each team affiliated to the League will purchase, and be accountable for payment of five presentation dance tickets and a contribution of £5.00 towards raffle prizes to be raffled at the dance. These tickets are to be paid for at the same as the singles/doubles etc.

17.     Each team affiliated to the League will donate £10.00 towards a prize draw to be paid on or before the second league meeting. The Executive Committee will arrange to carry out a draw for each division.

 

ELIGIBILITY OF TEAMS AND PLAYERS

18.     Each pub/club entering more than one team shall consider each team a separate organisation.

19.     If the majority of a team already in the League are moving to a new venue for the following season, the status of the team (i.e. Division playing in) will remain the same. Any players staying at the original venue will need to apply to join the league as a new team, although the £20 joining fee will be waived.

20.     Each team shall nominate players for position of Captain, Vice Captain and Secretary. If non-playing members are nominated for any of these positions, they will not be eligible to play in any competitions. 

21.     Only two super league players may register for any one team in a season. (Rule for Ladies Division only).

22.     A player, once registered for a team can only change: 

a.   With the consent of both teams involved.

b.   Before the commencement of the League programme, except in the event of a team withdrawing from the League a player may, without further payment reregister with another team at the discretion of the Executive Committee.

c.   If he has not played in the first half of the season and the change is to take place before the commencement of the second half of the season. Any changes can only take place with the consent of both captains.

23.    A player’s registration form must be in the hands of the League Secretary no latter than 72 hours before a registered player can play.

24.     A new player not previously registered will need the consent of the Executive Committee to register in the second half of the season.

25.    Any team playing a player not registered in accordance with rule 25 shall forfeit the match and at the earliest opportunity be penalised by a further two league points. In ancillary competitions, they shall forfeit the match only. 

 

FIXTURES

26.    The League fixtures shall be arranged by the Honorary General Secretary and submitted to the League Executive for their approval.

27.     Match play night will be Tuesday for the men's divisions and Wednesday for the ladies' divisions, matches must be played in strict accordance with the fixture list.

28.    No fixtures can be re-arranged without the prior consent of the Honorary General Secretary and the agreement of both captains. The re-arranged fixture shall, except with the express approval of the Honorary General Secretary, be played any day before the last day of the published league fixtures. The captain of the home team shall advise the Honorary General Secretary of the re-arrangement of any fixture within three (3) days of the published date of that fixture.

29.     In the event of a team lodging a complaint or protest against another team, the result card must be marked PLAYED UNDER PROTEST and duly signed. The complaint will be accompanied by an enquiry fee of £1.00 that will be refunded if the complaint is upheld.

30.     Except when teams are to visit a registered club, no notification by the visiting team is necessary. However, it is a requirement of law that a list of members must be forwarded 48 hours before a fixture to the dart team secretary. Failure to comply with this law could result in a team being refused entry to a registered club.

 

RULES AND CONDITIONS OF PLAY

31.     All matches shall be played on a standard board - doubles, trebles, 25 and 50, hung 5' 8'' from the centre of the "Bull" to the floor and the throw measured 7' 9¼'' along the floor from a plumb line suspended from the "Bull". Teams are to provide a sufficiently raised oche to prevent encroachment of the mark by players.

32.    PLAYERS ARE TO TOE THE LINE OR STAND BEHIND IT - THEY MUST NOT TREAD ON IT.

33.    The exact number must be thrown and if a player obtains more than the requisite number with any one or more of the three darts the score shall not count. On the next throw, the original must be thrown for.

34.    The 50 or "Bull" shall count as double 25 and shall be recognised as a double game shot.

35.    Markers and referees shall be initially agreed upon. Marking shall be generally undertaken alternately by a member of the home and visiting team, one team supplying the marker and the other the referee for each individual game.

36.     No dart shall count unless the point is actually touching the board when the score is called. Darts are to be withdrawn by the player and a score shall not be amended after the darts are withdrawn.

37.    No call shall be made, or information given, except by the referee. The referee may inform the player of the number he requires to finish the game ONLY IF HE IS ASKED BY THE PLAYER CONCERNED.

league match procedure

38.     All matches shall be scheduled to start at 20:30 unless mutually agreed to commence earlier.

39.  If no members of a team attend by 20:30 the whole of the game and match points shall be awarded by default to the opposing team.

40.    No player arriving after 21:00 shall be allowed to play.

41.  Any team that may be expelled or resign from the League shall have their record expunged.

42.   The official scorecards only shall be used and shall be signed by both captains. Both teams are responsible for sending the completed cards to the Record Secretary immediately after the game. All alterations to the scorecards must be initialled by both captains.

43.     Prior to the commencement of a match the captain shall print the names on the official scorecards and the games shall be played in the order entered thereon. No alteration to the order of play is to be made after the commencement of a match without the consent of both captains.

44.    All the result cards from the men's and ladies' League matches to be in the hand of the League Record secretary by midday following the matches. Failure to do so will render the sender liable to a fine of £2.00. All other competition results to be sent to the League Secretary

45.     Teams should consist of eight players on each side and a match should consist of eight single games. Draw for the games 20:30 (ladies), after the fours competition (men). If either side are short at time of draw the game concerned may be put back in order of play if both captains agree and held until 21:00 at which time the reserve will play. If reserve not available, game to opponent. If teams play with less than eight players, eight names must go into the draw.

46.     Each game shall be best of three legs (401 up (ladies), 501 up (men) "straight" start, and finishing on a double. EACH GAME SHALL BE STARTED BY THROW AT THE CENTRE (FIRST DART TO BE THROWN BY AWAY TEAM PLAYER). WINNER OF THROW TO START FIRST LEG, LOSER OF THROW TO START SECOND LEG. IF GAME GOES TO A THIRD LEG THEN LOSER OF SECOND LEG THROWS FIRST FOR CENTRE. (If the first player hits the "bull" then the dart should be removed.

47.    Two point shall be awarded for a win and one point for a draw.

48.     In the event of a tie on points, game average shall decide a Championship and the position in a division. Where the points and games are equal the teams concerned shall play off at a neutral venue.

49.    Any team must have a minimum of 4 players by 8.30pm; failure to would result in match and points being awarded to other teams.

 

4's COMPETITION (MEN)

50.    The competition shall be run on a league basis, to be played before normal League matches. Results to be written at the bottom of the result cards.

51.    There shall be three single legs of 601 up, straight start, double finish four players per team per leg. Order of play as League procedure.

52.   Any player playing in the first leg cannot play in the second leg. In the third leg any player from any leg is eligible to play. (All legs must be played)

53.     All legs must be played unless a team has only four players. If a team has only four players then the second leg is not played and the point awarded to the opposition. The third leg will be played as normal. If the team has less than eight but more than four players then the team captain will decide how many players play in the first and second leg.

54.     NO AFFILIATED TEAM IS EXCEPT FROM PLAYING IN THIS COMPETITION. Any team refusing to play or allowing the games, in any number to be awarded to their opponents, shall be liable to expulsion from the League and have their record expunged without reimbursement of any moneys paid to the League. Note: Any team allowing an infringement of this rule will be liable to same.

 

TEAM KNOCKOUT SHIELD (LADIES)

55.    Entrance £2.00 per team. All teams to enter, money to be paid with registration fee.

56.    Teams shall consist of eight players on each side, all of whom must be registered players of the team for the season concerned.

57.    The rules and conditions of play are those laid down for League matches.

58.     Each match shall consist of the best of three legs, 1001 up, straight start and finishing on a double. Subs can be introduced at the end of each completed leg.

 

THE FLORENCE BOWMAN TROPHY (LADIES)

59.    Entrance £2.00 per team. All teams to enter, money to be paid with registration fee.

60.    Teams shall consist of four players on each side, all of whom must be registered players of the team for the season concerned. Each team to submit two teams of four or more.

61.    The rules and conditions of play are those laid down for League matches.

62.    Each match shall consist of the best of three legs, 601 up, straight start and finishing on a double. Subs can be introduced at the end of each completed leg.

 

BOWMAN SHIELD (MEN) 

63.    Entrance £4.00 per team. All teams to enter, money to be paid with registration fee.

64.   Teams shall consist of nine players on each side, all of whom must be registered players of the team for the season concerned.

65.    The rules and conditions of play are those laid down for League matches.

66.    Each match shall consist of the best of three legs, 401 up (semi and finals 501 up), double start and finish.

 

CAPTAIN AND SECRETARIES CUP

67.    To be played for by all eligible team Secretaries and Captains as printed in the league handbook. All teams must notify the League Secretary of any changes regarding Secretary, Captain and Vice-Captain. Captain and Secretaries cup can only be played by Secretary and Captain or Secretary and Vice-Captain. Any team not naming all three positions will not be eligible to enter competition.

68.    Format of play for the competition will be as pairs competition.

69.   No substitutes are allowed in this competition after the first rounds

70.    A redraw will take place after each round.

INDIVIDUAL COMPETITIONS

71.    Entrance fee £1.50 per player.

72.   All entrants to be present and ready to play by 20:30.

73. Any player arriving after 20:30 will not be eligible to play.

74.    No player may compete at another venue unless prior knowledge and approval by the committee 48 hours in advance.

75.    Order of play will be drawn by League Officials of players present at 20:30. A redraw will take place after each round.

76.    Each game will consist of best of three legs, 501 up (men), 401 up (ladies), straight start, and finishing on a double.

77.   The rules and conditions of play are those laid down for League matches except that rule 35 shall read "Markers and referees" to be nominated by Officials at each venue.

 

PAIRS AND MIXED PAIRS COMPETITIONS

78.    Entrance fee £1.50 per player.

79.    All entrants to be present and ready to play by 20:30.

80.  No player arriving after 20:30 will not be eligible to play. 

81.     Each game shall consist of the best of three legs; each leg shall consist of 501 up for the men, 401 (501 finals) for the ladies and 501 for the mixed.

82.    Each pair once registered with the League Secretary shall not be changed except by the League Secretary.

83.   Players for the mixed pairs competition will now be drawn at the venue on the night. Players for each venue will be pre drawn by the committee. Once partners are drawn, they must continue throughout the competition.

84.   Any registered player not entered in the competition can be included, if in attendance at a venue. Entry fee to be paid to venue runner. Note: redraw after each round.

85. Men's/Woman's Pairs. Players may only play with own team members.

86. In Individual & Pairs, there must be a minimum of 8 players entering the competition in order for that competition to go ahead.

 

BRAD DOBSON (MEN) AND PAT PRINGLE (LADIES)

87.    Awarded to players with the highest check out in League matches only.

88.    Score must be entered on both result cards and witnessed by both captains.
